‘Digital transformation’ steps in commerce are accelerating

The limit for issuing e-archive invoices for the final consumer has been reduced from $30 thousand to ₺5 thousand. It has been made mandatory to issue an e-archive invoice for every purchase over ₺2 thousand, which is the cash register receipt limit for taxpayers. Accordingly, if the amounts related to the obligation to issue invoices are exceeded, an e-archive invoice must be issued via the e-Document (e-Belge) Portal of the Revenue Administration instead of a paper invoice.

Digital transformation steps towards commercial life gained momentum.

While the Ministry of Treasury and Finance amended the Tax Procedure Law General Communiqué in January to popularize electronic document applications, the e-archive invoice issuance limit was redefined with this regulation.

E-ARCHIVE INVOICE IS MANDATORY FOR SHOPPINGS OVER ₺2 THOUSAND

Paper invoices could be issued to final consumers who were not taxpayers for sales of up to ₺30 thousand. According to the new application that came into effect as of March, this amount has been reduced to ₺5 thousand. For those who are taxpayers, the limit, which is ₺5 thousand, has been reduced to ₺2 thousand since the beginning of this month. Accordingly, it has become obligatory to issue an e-archive invoice for every purchase above ₺2 thousand, which is the cash register receipt limit for taxpayers. According to the regulation, if the amounts related to the obligation to issue invoices are exceeded, instead of a paper invoice, an e-archive invoice must be issued via the e-Document Portal of the Revenue Administration or electronically.

Mucahit Altunok, Member of the Board of Directors of the Ankara Chamber of Certified Public Accountants, stated that digitalization has gained even more importance due to the new type of coronavirus epidemic, and that digitalization continues without slowing down in commercial life.

Stating that electronic transformation aims to protect nature by preventing waste of paper, Altunok said, “At the same time, it provides the Ministry of Treasury and Finance to monitor commercial life more closely in the electronic environment.”

CONVENIENCE FOR ELECTRONIC ESTABLISHMENT OF COMPANIES

Noting that another regulation that facilitates commercial life was introduced in the Central Registry Registration System (MERSIS), Altunok said:

“According to the relevant article of the Turkish Commercial Code, if the signature data of the persons authorized to sign on behalf of the company/enterprise are available, it is planned to be obtained electronically from the data kept in the databases by the public institutions and organizations, and recorded in the trade registry file and the signatures of the trade registry directorates will be transferred to the electronic environment. Within the scope of the project, integration studies were completed with the Ministry of Interior, General Directorate of Population and Citizenship Affairs. The signatures obtained on the new identity card will be transferred from the general directorate to the MERSIS database and citizens will not have to go to the trade registry offices. With the implementation of this update, one of the most important steps regarding the establishment of companies in the electronic environment has been completed. The application is expected to be implemented in all trade registry offices this month.”
