Turkey: Banks will allow customers to open bank accounts digitally without going to the branch

With the implementation of the regulation of being a remote customer in banking, an account can be opened in a digital environment without the need for wet signature, and customer registration will be created without the need to go to the bank branch by remote identification of the customer.

Rapid developments in information technologies have also affected the way banks acquire customers and provide services. With remote identification applied in many countries, digital customer acquisition has become even more important in the conditions of social distance and go-out restriction due to the new type of coronavirus (Covid-19) epidemic.

The BRSA has finalized the draft regulation on remote identification methods to be used by banks and establishing a contractual relationship in digital environment, prepared by evaluating these needs.

Remote identification of real persons will be carried out by video chatting and communicating with each other online, without the need for the bank employee and the person to be physically in the same environment. In the video call, it will be mandatory to create an adequate level of security and confidentiality, taking into account the possible risks. Video call will be carried out with encrypted secure communication. In the video call to be made, it will be mandatory to have at least one customer representative who has received the necessary training for disabled people.

With the implementation of the application, faster and more convenient access to banking services will be provided. The process of becoming a customer can be completed in a maximum of 10 minutes. For banks, the use of paper and documents will be reduced and service costs will be reduced.

Remote customer acceptance will be a cornerstone in the banking industry

With the amendment to the Banking Law No.5411 on June 26, 2020, Turkey has opened the way for remote identification completely digitally. Within the scope of the amendment, the way for the relations between banks and their customers to be carried out at a distance by using remote communication tools and to be regulated by contracts to be established through methods that allow the verification of customer identity have been paved.

On the other hand, in the Regulation on the Amendment of the Regulation on the Prevention of Laundering Proceeds of Crime and the Financing of Terrorism included in the Official Gazette dated February 24, 2021 and numbered 31405, provisions on remote identification of real persons were included. The provisions of the regulation in question will enter into force on May 1, 2021.

According to the information that AA correspondent obtained from banking sources, the regulation carried out by the BRSA has come to an end. Following the publication of the regulation work prepared by the BRSA in the Official Gazette, the period of being a remote customer will begin as of May. With the implementation of the regulation in May, a bank account can be opened in digital environment without the need for wet signature. A customer record will be created without the need to go to the bank branch by remote identification of the customer. In addition, the contractual relationship that can replace the written form for the banking transactions of existing customers can be established digitally.

Stating that remote customer acceptance will be a cornerstone in the preparation of banks for the future, sector representatives said that the service cost of the banks will decrease and the customer experience will be enriched.
