Turkey and Angola will cooperate in the field of urban planning

A memorandum of understanding on cooperation in the field of urbanism was signed by Murat Kurum, Minister of Environment, Urbanization and Climate Change, and Manuel Tavares de Almeida, Angolan Minister of Public Works and Urban Planning. “Memorandum of Understanding on Cooperation in the Field of Urban Planning” between the two countries was signed in Ankara.

According to the written statement from the Ministry of Environment, Urbanization and Climate Change, after the mutual visits of Turkish President Recep Tayyip Erdogan and Angolan President Joao Manuel Goncalves Lourenco in July and October 2021, the “Memorandum of Understanding on Cooperation in the Field of Urban Planning”, which started negotiations between the two countries, was signed in Ankara.

Speaking at the signing ceremony, Minister Kurum noted that they signed a memorandum of understanding in order to be able to apply the knowledge, experience and practices of the ministry in many subjects, especially in the fields of cadastre, urbanism and climate change.

Stating that the mutual visits of the presidents of both countries have accelerated the relations, Minister Kurum said, “I hope that with the memorandum of understanding that we will sign, the institutional contacts between our ministries will become even stronger.”

Stating that they wish for Angola’s planned growth and development, the Institution emphasized that they will show all kinds of devotion as the Ministry of Environment, Urbanization and Climate Change.

“I sincerely believe that with the memorandum of understanding that we will sign, our cooperation in the field of urban planning will develop and strengthen.” Using the phrase “Welcome to our country,” said the esteemed delegation of Angola, especially Minister Almeida. I would like to thank each of you individually for your efforts, with the hope that our relations will become stronger and our cooperation will increase even more.”

“RELATIONS BETWEEN TWO COUNTRIES GAINED ACCELERATION”

In his speech, he said, “I would like to thank Murat Kurum for his contributions to the signing of the memorandum of understanding that will improve the cooperation between Turkey and Angola.” Manuel Tavares de Almeida noted that the mutual visits of the presidents of the two countries gave a significant impetus to the bilateral cooperation between the countries.

Manuel Tavares de Almeida stated that land planning, urban transformation, geographic information systems, real estate studies, mapping of land assets, cadastral studies, capacity strengthening and urban infrastructure works will contribute to the development of the social and economic environment of both countries.

“Angola is a large country with a surface area of over 1 million 246 thousand square kilometers. We have a population of nearly 32 million, economic and agricultural potential. We also have a serious potential in terms of underground wealth and tourism. We have a very long coastline and tropical climate conditions. Our country wants to take advantage of these opportunities in terms of the lands where it is located and to evaluate these opportunities. Most of our population lives in risky areas. Turkey is a country that has experienced these experiences and solved these problems. In this sense, it was very important for us to get in touch with Turkey. We need Turkey’s experience in infrastructure.”

“PRESIDENT ERDOGAN’S VISIT HAS IMPORTANT RESULTS”

Stating that President Erdogan’s visits have had important consequences for Angola, Almeida stated that the Angolan government has started efforts to make the country’s economy more versatile, and made the following assessments:

“Many frameworks have been prepared especially to increase private sector investments. The way for the public-private investment partnership implemented in Turkey has been paved. The investment climate has been developed for foreign investors. Our capital, Luanda, is a very large city on the coast. Real estate projects are of great importance in order to address the rapid increase in population. That’s why this memorandum of understanding is very important for Angola. I congratulate Mr. Murat Kurum for his efforts to improve the living spaces of the people in Turkey.”

Minister Almeida also thanked the Institution for its hospitality and said that they invited them to Angola. The Minister also stated that they would accept the invitation.

MEMORANDUM OF UNDERSTANDING SIGNED BY TWO MINISTERS

After the speeches, the two ministers signed the memorandum of understanding.

The memorandum of understanding on cooperation in the field of urbanism includes the titles of “spatial planning and urban transformation”, “geographic information systems”, “national real estate”, “land registry, cadastre and map”, “capacity development for local governments” and “urban infrastructure investments”.

With the Memorandum of Understanding, it is aimed to strengthen the friendship relations and strategic partnership between the two countries, to develop cooperation in the field of urbanism, to expand the opportunities to develop solutions for current and potential urban problems in terms of the welfare of today and future generations, and to develop sustainable, safe and high-quality settlements and cities.

In the memorandum of understanding, in which the importance of the sustainable development approach is recognized for the improvement of urban services, the importance of joint efforts to promote and achieve internationally agreed development goals such as livelihoods and environmental sustainability goals is emphasized.

It is stated in the memorandum of understanding that such a cooperation will serve the common interests of the parties and contribute to their economic and social development.
