Registration for smartphones brought from outside Turkey has been increased to 365 days

The application period for registration of electronic devices brought with passengers from abroad and receiving service from the mobile communication network in Turkey has been increased from 120 days to 365 days due to the new type of coronavirus (Covid-19) epidemic.

The Regulation on the Amendment of the Regulation on the Registration of Devices with Electronic Identity Information prepared by the Information Technologies and Communication Authority entered into force after being published in the Official Gazette.

Accordingly, the “black list” will consist of IMEI numbers belonging to devices that have received international permanent data roaming service or are in use within the borders of the country although they are not included in the Authority records, and have been removed from the white list by not receiving service from electronic communication networks for 7 years without interruption, and numbers that were notified to the Information Technologies and Communication Authority that it was smuggled, lost, stolen, electronic identity information changed or copied to other devices, disposed of or exported.

The “gray list” will include the IMEI numbers of devices that are found to be out of the white and black lists, but temporarily receive electronic communications service within the borders of the country.

Paired white list will be formed by matching the IMEI numbers of the devices brought with the passenger as of May 31, 2019, with the subscriber numbers registered to the identity number of the passenger, limited to three calendar years, and the IMEI numbers of the devices that are reported to be financed by the operators and the subscriber numbers of the borrower during the period of debt.

The operators will send a text message to the user of the device whose IMEI number is in the black list, stating that the IMEI number is in the black list, and inform the subscriber of the device, which is not able to receive text messages, with different communication methods. The foreign operator that the user of the device within the scope of the international permanent data roaming service is a subscriber will also be informed.

The device, whose IMEI number is on the black list, will be able to access to the 112 Emergency Call service.

Electronic devices that are not included in the institution’s records but are detected to be in use and have not been registered within 120 days from the date they were added to the black list will continue to be considered as “illegal devices” and will be closed to use.

However, applications to register the devices with electronic identity information brought with the passenger due to Covid-19 and receiving service from the mobile communication network will be made within 365 days from the date of entry to the country. This period was previously applied as 120 days.

For devices that were not registered within the specified 120-day usage period, taking into account the epidemic, it was possible to register and re-open within 365 days, effective from the date of entry to the country.
