New generation of payment process in fuel stations in Turkey

Payment recording devices at fuel stations will be transformed into “new generation fuel pump payment recorder devices” that can transfer instant data electronically and have an increased security level.

Tax Procedure Law General Communiqué of the Ministry of Treasury and Finance Revenue Administration (No. 527) was published in the Official Gazette and entered into force.

With the communiqué, the payment recorder devices (EN Pompa OKC), which are obliged to be connected to the pump units that supply fuel to the vehicles at fuel stations, will be transformed into new-generation fuel pump payment recorder devices (YN Pompa OKC) that can transfer instant data electronically. The procedures and principles regarding the obligation to electronically notify financial information (including LPG, natural gas, electricity and the like) of the sales made from these devices, and the collection, instant and/or periodic transmission of the receipt or report information to be produced by these devices in accordance with the technical standards were determined by the Revenue Administration.

Accordingly, dealer automation systems will be installed at fuel stations and the data in the system will be transmitted to the Revenue Administration electronically.

In the new generation pump OKCs, fuel sales will be carried out by entering the vehicle license plate number, fuel cannot be sold without entering the vehicle license plate number, and at the end of the fuel dispensing process, the receipt will be automatically output from the device printer, including the plate information.

In all kinds of fuel sales that are not made to vehicles (drums, barrels, etc.), instead of the license plate number, the relevant module of the payment recorder will be entered with the expression “without license plate” and the customer’s name-surname / title and identification number/tax identification number information.

Obligation to transition to YN Pompa OKC

Fuel pump payment recorder devices, which were approved by the Ministry before the date of entry into force of the communiqué and currently in use, without an electronic recording unit, will have to be replaced with new-generation fuel pump payment recording devices by 30 June 2022 at the latest. Those with electronic recording units will have to be replaced with new-generation fuel pump payment recording devices until December 31, 2023 at the latest.

Fuel pump payment recording devices without an electronic recording unit will not be able to be sold or transferred to third parties by the fuel station operators from the date of the effective date of the communiqué, and those with electronic registration units as of January 1, 2022.

As of January 1, 2022, the old generation payment recorder devices will not be manufactured, imported, sealed or sold.

The relevant penal provisions of the Law No.213 will be applied to taxpayers who violate the procedures and principles set forth in the Communiqué or who do not fulfill the obligations stipulated within the specified periods, OKC producers/authorized services, fuel pump payment recording devices, terminal service centers, fuel pump manufacturers/pump manufacturer authorized services and banks and similar institutions.
