Ministry of Transport: Incentives for the use of electric vehicles in cargo transportation

With the regulation amendment made by the Ministry of Transport and Infrastructure, 3 and 4 wheel motorcycles can also be used in cargo transportation activities. Cargo carriers who will serve e-commerce companies have been granted various exemptions and reduced document fees. There will be a discount of up to 5% in the transactions of the transportation companies that will be carried out via e-Devlet and will accrue fees.

While the Ministry of Transport and Infrastructure allows the use of electric vehicles in goods, cargo and passenger transport activities, various incentives will be applied if these vehicles are used.

The Ministry’s Regulation on the Amendment of the Road Transport Regulation was published in the Official Gazette.

According to the information obtained from the Ministry officials on the subject, a discount of up to 5% will be applied to transactions to be made via e-Devlet and to accrue fees.

While the regulation allows the use of electric vehicles in goods, cargo and passenger transport activities, various incentives will be given for the use of these vehicles.

Accordingly, electric vehicles can be added to the vehicle documents attached to the authorization certificate. The engine cylinder volume requirement will not be sought for electric vehicles of automobile type to be added to the vehicle certificate with the authorization certificate. However, the motor power of the automobile type vehicles to be added to the document in question will have to be 70 kilowatts and above.

The number, seat or maximum laden weight of electric vehicles will be evaluated as 25% more in the minimum capacity calculation determined for the authorization certificates. The possibility of using contracted vehicles in electric vehicles will be applied with an increment of 50% for the same type of vehicles.

With the regulation, the requirement of professional competence for public personnel driving vehicles used in non-commercial transportation services of public institutions and organizations was removed.

Within the scope of goods transportation, document fees were reduced for those who will only transport household goods by van. Those who will carry out transportation for their own activities were provided with the opportunity to obtain documents with financial leased vehicles or long-term rental vehicles.

CONVENIENCE TO CARGO COMPANIES

With the arrangement made in the field of cargo transportation, it has been possible to use 3 and 4 wheel motorcycles in cargo transportation activities. Some exemptions and reductions in document fees were made for cargo carriers who will serve e-commerce companies.

In this context, the conditions such as capacity, area and professional competence will not be sought from companies serving e-commerce companies, and a 50% discount will be applied to authorization certificate fees.

The minimum capacity, area and distributor personnel requirements and professional competence requirement will not be required from those who provide commercial distribution services to e-commerce. For those who will operate in this way, 85% discount will be made in the authorization certificate fee.

The number of contracted vehicles that can be used by those carrying out cargo transportation activities has also been doubled until January 1, 2023.

STUDENTS WILL BE TAKEN FROM THEIR HOUSES

Within the scope of passenger transport, a regulation has been made to register those who work as passenger transport agencies on the internet.

In the intercity shuttle transportation, students were allowed to be picked up from their homes. While the license plate restriction was lifted for those engaged in intercity service transportation, the vehicle limit to be operated was increased from 10 to 20.

The vehicle limit for those who previously transported services with D2, if they obtain a D4 authorization certificate, has been increased.

  • Arrangement for airport transportation

Transports from the airport have also been reorganized. Accordingly, real or legal persons who will carry scheduled passenger transportation from the airport to the city center to another city or vice versa will need to have signed a B1 or D1 authorization certificate on their behalf. They will need to have signed a space allocation agreement with the airport operator, and obtain permission for the departure place, intermediate stops, drop-off pockets and destination other than the airport and terminals.

  • Discount on authorization certificate fees

With the arrangement, those who carry out intercity passenger transport will be able to use vehicles with 18 seats and above until January 1, 2022.

The fees for authorization certificates issued for scheduled or non-scheduled commercial passenger transport activities have been reduced by 27% to 67%.

A regulation has also been made for e-ticket applications for those conducting passenger transport activities. Accordingly, if the passenger is given an e-ticket, it will be mandatory for these companies to arrange an e-passenger list for e-ticket passengers, to have the information specified in the e-passenger lists and to have the e-passenger lists in the vehicle.

According to the regulation, the Ministry will be able to make temporary arrangements regarding the sanctions such as warning, temporary suspension and cancellation, contract vehicle rates, other special/general conditions of obtaining an authorization certificate as well as vehicle ages, or the reduction, increase or cessation of specified periods in epidemic, state of emergency, tension, crisis, crisis periods and disasters and emergencies.

The provision of the regulation regarding the discounts to be made over each transaction to be made through e-Devlet and to accrue fees will enter into force on June 1, 2021. Other provisions will be valid from the date of publication of the regulation.
